Instead of TW cost, make it damages the ship based on distance traveled. Of course, this would make "The ship wouldn't survive the voyage" - preventative error message a requirement to be implemented.
Also scales of hitpoints instead of percentage to further make that "ship quality increases HP pool" -idea work.

Yes, indirectly, by giving an incentive to upgrade ship quality. I remember Etrian Odyssey 3 had a (puzzle-ish) sailing minigame where you try to explore the sea, but were greatly limited in the distance you could travel. It was exciting every time to find a food upgrade, as it would extend the distance I could travel per voyage. Currently we have Dugout -> Rowboat -> Snekkja -> Knarr and it ends there, with the last step often not even being worth the upgrade. Giving value to upgrading quality (if the speed bonus is to be ditched) would keep upgrading interesting. It could also serve to differentiate Snekkjas and Knarrs further, with Snekkjas being better for short voyages (higher teleport damage?) and Knarrs more suitable for long voyages.
