2-3 seconds might work for stealing, but for bashing it already takes that time or longer.
A drying frame takes about 5 seconds with a fresh alt, so a character with decent strength will only take 2-3 seconds. Bashing the 20 or so frames the hermit guy has doesn't take long, so they often do it.
But if it took them 30 seconds or more per frame, nobody would bother. They'd just steal the hides from it, and leave the empty frame be.
I'm saying frames, but the same works for anything else: tubs, cupboards, trellises, whatever. For big items like smelters or kilns, just make the timer proportionally bigger.
As an easy general rule they could just make a 10x to the time it takes you to bash something when you lack vandalism permissions.
You'd still get your loot by stealing it, but you wouldn't spend 20 minutes to bash everything the hermit has.

Spoils of war should come from kills, not KOs.
It's just absurd that people going to PVP fights are the least likely to ever die to PVP.
I'm a strong believer KO protection should stop after a certain threshold is reached. When your combat attributes (STR, AGI, CON) and/or abilities (UC / MC ) reach a certain point, you should just lose it. Might even slowly increase with the age of the world if we want hunters and miners to not fall through the cracks.
That way fighters would eventually lose KO protection, unless they decide to completely stop growing their character.
Probably needs some testing to find the right balance, but you get the idea.

yes. you should be able to loot people in combat. but lets be real here. 99% of cases. are just . if somebody is getting knocked out. you click on them once. to insta strip every single item out of them. and those rot.

people just strip people for the heck of it. and nabs can then dig up or fish out. the 1/3th hp wing helmets. or like the 3th best moosehide jacket some pvp player had 3 days ago.
even worse. the average attack on noobs. is you just stripping them. taking idk. the blueberrys. you "foraged" from them, cause its faster than actually forraging. , and if you find their base. and there is any gap in it. or its not dry. you take. idk. the leather. the chests. filled with curios you arent gonna use. and metal. maybe they have gems. and the rest you throw on the ground. or bash.
the majority of their shit is just left on the ground. only stripped of them. or bashed because "haha" or because you want them to move. or quit the game. lets be real.
and you know. i get that.. i do it to players in worse situations than me. i get it done to me by others.
but currently people just get mogged cause its 100% free. you dont even shit your pants going out in your valuables anymore. cause nothing is as unsave as "home"
