If you put it this way, I agree such a thing could somewhat vitalize the world and incite players activity at endgame. Then again, this function you describe can be carried by an object, not necessarily an NPC (non-playable character, with AI and means of interaction, in case someone reading this forgot the definition). Bear is an NPC. Holy Grail sought after and giving "score" to whoever has it in posession - is an object.

I think if you elaborate on more "smaller" functions of this Waifu you're suggesting, other than being a highly-sought prized posession, that can justify it being an NPC.

According to the devs: human NPC won't happen, ever, apart from the wizard in the starting room.

In case you want capture the flag style gameplay: bind it to objects and make them have a critical mass. Should you 'win' by collecting enough of them they go critical in somw way and wipe the winning faction from the map (they 'won' so they can start again fresh) for endless endgame to work in a reset free eternal world.
