There is very little reason to use anything else just because the other containers are not big enough. People will always aim for the efficiency and will use the cupboards only anyways. as long as they will have enough slots. You are mistaking the output with the reasons. It takes advanced players almost as much effort to make a small chest at this point of the game, as making a large chest. People at the late stages of the game always have stacks of glue, ropes, leather, metal and etc. If you will make the urns, baskets and etc. have as many slots as small chests, you will see them more often.
I do not like that way of thinking: punishing for the sake of punishing, instead of implementing an elegant solution. Something fundamental like storages shouldn't be approached without serious thinking and analysis.
If you feel the problem is that no-one uses the other containers, then you should make them all useful for specific purposes, rather than implementing punishing mechs that will be unpopular and degrade QoL.
Bad QoL = n*botting. I have suggested some time ago to tie the container sizes to their quality. Make it true for the urns or your bone containers, and you'll see people using them more than the cupboards. Or make them have additional storage space/stockpiling mech. for specific things (like cauldrons are, they have 3 storages for water, fuel and internal inventory).
