mb just implement FAT system (like hunger, but permanent)
<100 stats 300% FEP
<250 stats 200% FEP
<700 stats 100% FEP
<2500 stats 80% FEP
<10k stats 50% FEP
>10k stats 25% FEP

you should make a new thread with this idea, i think it deserves it. I really like it.
Early world exploit: Put your hearthfire inside a cave, then hold shift to position a claim right in front of a cave. After 8 hours the claim will be unbreakable. Since your hearthfire is inside the cave, you can still get back inside, and leave, but nobody will be able to enter, effectively making you unraidable for the first 3-7 days. Enjoy

Doesn't solve the other issues that rise from overly inflated numbers though.

How does this help with the other side-effects - nonexistant PvE balance, irrelevant foraging quality, 'give new world' (as examples) - of unbound character growth?

You could always tweak the % on the later stages to curb the forever grinding meme.
I also think it won't be enough. For a permanent world there needs to be a way to take down your opponents and a reason for the opponent to meet you on the battlefield. Right now the game is centered on village building, stacking claim shields to hide in and grinding but has done things to change this(localized resources, kingdoms). These things need to be reviewed to reinforce their original intention. And siege needs to be made sane. 20h continuous sieges are not healthy no matter how hard core people can be.

I personally don't think there is a system on stats alone that can fix the game. Stat growth speed fix is the first step of making Haven even greater. Once the growth speed of characters gets slowed down there is time to develop and review existing reasons to fight other players and groups. A lot of people have suggested a lot of different end game goals I think its time to look at some of those more seriously and get away from the number grind only endgame.

tl;dr
you fix it by making character want to spend time outside of his base not inside

atm we have x30 multiplier & unlimited hunger when feasting (x60-x90 with pepper)
with this system we will have it until 700stats, x24 until 2500, x15 until 10k stats, x7 after 10k
next problem will be botted or not botted pepper by top10 players
