You know that hats in store switch from time to time, meaning their value and supply differs, thus it's an unstable offer, as if you want to sell an anvil for a hat that can't be purchased anymore, you'd have to pray for someone with the hat to actually want to sell it to you, meaning you could potentially be unable to sell the anvil at all, in the meantime other players are raising quality as well, so they could offer the same anvil for points, which at the time with tokens being untradable would be much easier to acquire through other means.
The 10 shark hats lad probably purchased them with tokens, that he acquired through trading and is hoping that they will raise in price to RWT them later, correct me if im wrong with that, it's just a speculation, but I don't think the lad hoarded them to swap them next world for an anvil.
Imagine IRL having an option to get a plastic candy and a normal sweet candy in exchange for your pencil, you would have taken the sweet candy that you can actually eat. Now imagine that you could only get a plastic candy for your pencil, most likely you wouldn't bother with the trade.
Hats trade in Team Fortress 2 worked well because you could recraft these hats into other cosmetics, by selling the hat you could get metal, which you could've used to craft a different hat. Meanwhile in HnH you can't do anything with the hat, other than wear it, and you can't even wear two or three at the time, like with the cosmetics in TF2.
Simple conclusion, hats would have to be used in something other than wearing them, for them to actually be that viable in trade.
