Price of goods and especially services in a country tends to increase and decrease based on income of its citizens. In countries where people barely earn any money, goods (including computers) and services (including internet) tend to cost barely any money (by Western standards). They will generally have lower specs PCs and slower internet than we have here, but they can buy it at prices affordable to them. (Notable exceptions include import items; iPads for example (as a specific item made only by one company that happens to be located in the US) still tend to be very expensive in poor countries.)
As such, people in such countries are able to afford more than you'd think based on the amount of money they have, but when buying goods and services from other countries (such as a H&H subscription), the prices aren't adjusted for their country, meaning their 150 dollars actually counts as 150 dollars.
