Instead of removing them. Change the formula of how they impact on your combat performance.
Make it affect less. There would still be some bonus if you have 500 uac instead of 300, but that would be far less than what it currently is.

Combat stats are important in reducing the need or effectiveness of freshly spawned alts. I disagree entirely with tieing combat ability directly to gear.

That's what I'd prefer too, but OP was about removing combat stats so I thought I'd give it a crack and see if it can actually work without making fresh alts too good.

Add glue to combat. I dunno how, but it will be cool! Like instead of IP you will need glue. Or smth like this.

What if combat stats capped q of gear you can use
only 200 mc, your effective sword q is hard capped by 200 (if its higher you can still use it but it'll be calculated as if it was weaker)
keep agi and str exactly like they are now, make ua and mc into armor and weapons?
