As studying could be brutforced (simply add more alts) it would only need a low-level curio industry, like a farmer outputting dolls and such, to keep authority up, food isn't really needed (except for the farmer, but he can eat for energy while replanting beets or carrots). I guess most would resort to simply discard any study alts that run out of XP and auto-spawn fresh ones using beacons (so a clay source, a small tree farm that could run shovel-planted and a stone patch inside the walls would be a plus), let them run toward their assigned study desk, refill it from an nearby cupboard and log out till the LP they accumulate is needed. Or skip the study desks and use more alts that study directly from cupboards.

If the distribution of people who can't vote is random, then it's extremely unlikely to be a relevant effect on the result, no?
