Clovers can be picked while on the go, making it to easy to refuel.

I'd be against refueling, it would make things far too easy. Wild horses would stay as they are, and tamed ones would need to rest over time.

Refuel tamed ones then. You dont want to spend 3 or so days taming a horse for it to say "Ah shit cap'n, im poop'd. Lemme just rest here in the middle of bumfucknowhere. Oh hey, is that a group of raiders? Shit, may as well eat the grass"

Allowing horses to be refueled mid travel is exactly the type of activity that will overpower them and cause raider cavalry.

The one suggestion I didn't mind was pony power regenerating in a stable structure. If you run out, tough luck gotta lead the horse back to the stable. Pony power for a tamed horse would need to be stronger than it is for a wild horse naturally.

Horses would mostly empower active defenders in this fashion, you'd have a pretty limited range on raiding. To prevent this being abused with roads: Traveling down a road while riding a horse would eat an equivalent amount of pony power as if they walked the distance. Leading a horse would also drain pony power, but a zero pony power horse could still be lead.
