A lowbie pair of spectacles gives a nice amount of per, but due to the current metal/LP progression they are not nearly as big a step forward as they used to be. By the time you've got enough metal rolling (at least for small villages) to get them, you're already past the point where +6 per makes a big difference.

The big kicker is the introduction of that anvil/hammer requirement compared to legacy. If that was removed, I feel the utility of spectacles would increase again. As is I was tempted to not bother making them since that neck/face slot is often occupied by bandages anyway.

Sure, but by then the same issue applies. When most players hit the point of spectacles being better, they'll further hit the point of them not being overly useful.

Spectacles after the initial phase were mostly used for recovering characters after a death. They're still fine for that, but they've lost their utility to beginners unless they purchase them via trading.

Metal nugget and glass to discover them.

I dont see how you can complain about +6 per, it's pretty significant. There's no point in comparing it to old worlds where you could trade a bluebell for a +20 per monocle or some shit like that.

I still haven't made mine. The cost of an anvil and hammer is just too steep with how grindy mining is right now. It takes me a good time to mine a load of Heavy Earth, then I get 1-2 bars from it. I'm already at the point where my PER doesn't really matter much anymore (29 PER, 22 EXP).

No they aren't. That's the whole problem. Making your first Spectacles costs you 7 bars of iron or bronze, a common nugget and two glass. That's 7 hard metal bars more than it used to be. Once you have an anvil (for example if you live in a village and someone else already made one), it becomes incredibly cheap again.

Making spectacles from soft metal such as tin shouldnt require anvil. Maybe you could even make spectacles from wood/sticks.

This. Base the q off the glass to avoid OP them when HQ wood is available later.
