Hitching a horse to a hitching post should slowly regenerate their pony power

I've been generally of the opinion that allowing horses to regenerate pony power "in town" (I was thinking a stable structure that consumes straw to do so), not letting them abuse road teleports (transporting down a road should cost pony power equivalent to the distance) would be a satisfactory situation.

Horses get very limited range out of base (localized raiding only) and act as an empowerment to defenders of a town.

Horses are afraid of battle.
That's why horses used for war are usually trained and wear blinders.

Having to "train" (AKA long, difficult grind) horses for war and equipping blinders on them could be a way to nerf tamed horses. Otherwise they'd kick you and run if you aggro/engage in combat.

So, without training, they could be great foraging companions, carry sacks and loads, fast transport, pull wagons or carts, etc... That way they're amazingly useful and wouldn't unbalance combat much. Trained horses should be expensive and take time (maybe even through breeding) so they are not common enough for people to risk them all the time.

And maybe some sort of counter maneuver/attack to "knock" a rider down could be implemented :)

It nerfs them for aggressive raiding combat, which is 100% required. I generally don't believe combat should be allowed at all from horseback due to them being impossible to balance.
