I do agree they are expensive, but I've seen numerous cases of this sort of thing being the downfall of someone. Wandering around I've seen at least 3 settlements that have gone to ruin, with a single lowly palisade corner that's been sealed in one corner of their place.
Being sealed within their own place without water means nothing, as being sealed in even without this change means doom. Palisades only take 5 as it is, with this change bumping it up by 5-6 or more, depending on if they build their palisade in just a box or not.
The idea of it is that, while yes more powerful factions can make loads it means they won't have some on hand to just seal the corner on a whim. If they want to grief in that matter it actually takes some fore-thought of bringing bone glue with them. And yes, at this point it's less of a thought for _established_ players, but for a newbie it's still as easy as one simple click to destroy that expensive progress of building that first corner post.
Palisades are an expensive endeavour, that I won't deny, but so far I can't see this as anything other than an acceptable cost. While I know this is also a poor extension of the argument, it makes sense as far as what you would 'seal' the corner post with anyhow.
