How you look at bag for horse. Yes, all say: "You can ride cart!"
But cart big, cumbersome. You can make an opportunity to wear a bag or drag cart. Not simultaneously

I thought you were going to suggest a bag you fill with feed for a horse so they don't starve if you are on them for a long time.

I think we can have bags for some beast of burden. This can making sense. While with this topic we can have a line of equips for horse. I can pay some $2.50USD for armoring my horse too.
