Describe people to parchments

We should be able to describe a character to a piece of paper, the same way we can do to teach it. This would make "Wanted" posters possible to make.

If this is too OP, some conditions could be applied, like imposing some minimum perception for he who is learning or some minimum psyche/intelligence to the one describing.
