No. The idea is to make characters expendable, so that pvp isn't as heartbreaking.

Exactly. I don't really understand why people keep complaining about hw boring is the end-game. Join village, fight players, earn glory or die for the Emperor.

that's the whole thing behind perma death games, pvp is supposed to cost/mean something so you don't have the as hats who go out willy nilly and just screw with anybody/everybody

what you suggest is what the battlegrounds for world of Warcraft were during burning Crusade!

is that what you want?

The reason for a cap is so that people that join later in the game will be able to catch up to those that stated at the beginning of the world start. Whether the cap is actually high enough depends on how fast can people reach from 0 to 100% relative wise :).
