I know that given that localised resources are currently also a source of XP, this may seem a bit counterintuitive, but it was the most straight-forward remedy to this specific issue that I could think of.
I find it unfair that whenever I come across an unclaimed, localised resource, it's still always drained, and just as often, I see one or two hearth fires near the aforementioned resource, whose owner more than likely reaps the benefits of the resource without actually playing on said character.
In my opinion, this discourages exploration, as it makes localised resources inaccessible to the explorer simply because someone is taking advantage of a stupid, inadvertent mechanic.
As such, I'd like to suggest the introduction of an XP cost for each individual item gathered from localised resources. This will prevent scenarios where people build hearth fires near localised resources simply to gather from them, and besides doing so not playing on said character at all, as they will run out of XP to spend on gathering said resources. Furthermore, with the current balance between XP loss and gain, it could also serve as a useful XP drain in its own right.
I'm sure someone more experienced at combat and raiding has 243 reasons ready as to why this will ruin PvP and sieging and I'm an asshole for even suggesting it, and I'd love to hear those as well.
