I don't think that "make a Spanish translation" should count as an "offer", it seems to more like a request.
An offer is when you say "make a Spanish translation and I will bring 50 payable players into your game".
IMO.
You shouldn't forget, that H&H is being developed by just two guys on their free time. And any requests made for them are considered in some priority. And if only 2 people wait for a spanish translation - it is not worth the effort.
In this case, there is a big part of the community, who wants to play in Spanish - then you should collaborate and make your own translation (as the Russian community did with Amber)
