Just a couple of thoughts for making better feedback.
1. The "top ten ideas you should stop posting new threads about" (great idea, sabianti) should become something like "10 most popular ideas" and list of this ideas should contain dev's responses on each, so ppl could understand a) why their ideas not fit into the devs game-vision or b) when they will be implemented.
May really stop some ppl to post "another one idea from THAT list, but mine is better so devs will grab it definitely" - now it looks just like one mod opinion.
2. Sticky thread called "Current patch ideas" could help with situation, when 25 new "ideas" with 2-3 words pop-ups every time new patch is out. Most of these topics even never visited by their authors once posted. May be not needed at all if we had "Current patch discussion" sticky topic in announcements, so potch-topic itself will be cleared off all flood&flame and left for proper patch-feedback, while still providing space to discuss near-patch things (like the personality of Granger or How cool botting factions always were).
3. Making some sub-forums, dividing thread into "Small additions" for all the suggestions/critique affecting one small game aspect (like new stockpiles or hangable antlers); "Big ideas" for suggestions/critique affecting one big game aspect (like farming/hunting/combat/etc overhaul threads) that touches some huge moments and "Tech assistance" mostly for suggestions/critique based on adding features to game-client (based on some custom-made ones or not).
4. Sticking the separate trusted by both dev and community mod to this only forum for merging/deleting/moving topics. No bans or some personal insults - just technical worker.
All these steps (all at once or one at time) could take the feedback on way higher level, freeing some of devs (mostly Jorb's) time - no need to answer 10 similar topics or finding some interesting ideas among 10 un-interesting still pointing them in most popular community thoughts.
