I'm not sure at all but i guess all that shit you can fish in shallow water is in some way related to dropped stuff...sometimes you get very usefull things too

Any item you fish from waters that is not fish and item that wash up into beach was drop by other player into waters. To fish back out your own item I guess is possible, but I think it will be unlikely.
