I see some potential for abuse, guy commits crimes against someone under his own realm/village and pardons himself. It's an interesting idea though.

yeah i considered some of those ideas, like...

1. you can't pardon yourself. (just like you can't track your own scent)
2. you can't pardon a scent on another players personal claim just because it's in your village claim.
3. you can't commit a crime and then cover it up. for example if i murder someone in the mountains, i can't just make a personal claim on it and pardon it, the personal claim would have to already be there, and the crime would have to be committed on that claim.

i feel like the coding would get a little complicated but it would be a cool diplomatic idea. i agree it needs some work and a lot of thought would have to go into it for the system not to be abused, though.

this goes in part with "you can't pardon a scent on another players personal claim" all of the scents originally left on that claim would remain there unless pardoned by the land owner.

I think abusing potential can be avoided in case an ability to pardon will be granted to the person against whom the crime was commited, regardless whether the crime was committed on personal claim, village claim, within realm borders or on neutral land. Obviously, murder can be easily pardoned, all that murderer have to do is resurrect the deadman and receive pardon from the injured party.

but as others would say it would be easily abused.

How about: only person who has crime against him can pardon these crime. So I can forgive thief of my good. Direct descendant can forgive murderer of his ancestor. No claim interacting.
