Reign rework

Hi to all. I see that some reigns are expanding a lot and getting day by day larger bonuses, up to the point that gilding and skilling a toon may be worth a lot less, better to push efforts on reigns.

What i am thinking is that reign have some bonuses that are incredibly high, namely perception, survival and unarmed, and i think that my survival suit, with that +81 bonus, is a lot less worth than it was. Reigns have an incredibly large extension, and the bonuses are now developed too fast: in a new world everyone will push the reign and nothing else, to have better bonuses for everyone and for every alt they have.

My idea is that reign should have smaller bonuses, in the order that a +20 to a stat should be really great (after all, everyone inside the area enjoy the bonus, so that is already the strength of the reign bonus), and that reigns may build different utility buildings, instead of only statues, to get different bonuses inside the area. A wind/watermill may give a reign farming bonuses, a sawmill may give carp bonus, miner's guildhall may give bonuses to smithing and so on.

These buildings should cost a lot (really a lot, not 1k) of mundane materials and some special, better ones.
