[Idea] Notice-Board

Can be built only inside a village, can only have 1 in a village.
A) Used to attach and read Parchment (and Hemp Paper if my Paper Idea will be introduced), it could also have his own permission on the village (like allowing only green villagers to access it, like other village options)
OR
B) Something like a Forum, certain members of the villagers will be able to post topics, other members will be able to reply, and others could be able only to read, based on permissions
