I am questioning why there needs to be 3 different qualities. I know that essence, substance and vitality do their own thing (http://ringofbrodgar.com/wiki/Quality), but what is the point in having 3 different qualities instead of 1 quality like legacy?
For example, I have 53,69,57 ball clay, and 55,67,58 in another spot. Now I have to worry about which one is best to have the highest, what is the total effectiveness of this compared to another, finding the better quality is rarer, etc.

I would rather just see a single quality (ie. q70), instead of 3 different quality's for a single item.

Having 3 quality's confuses me so much it's nearly frustrating. I may find a high substance item, but the essence may be much lower so how good is it really? We are always trying to achieve the highest quality, so why not just have it as one?

It is a work in progress.
Was meant to diversify the gaming process. Like certain quality affects certain things. But it is far from being complete. They need something more radical lice making 1-2 quality types being important for an item. Making all of them important just has no difference to having 1 quality in total.

So for now..., what should I use for getting the "highest" quality? the average of the 3?

This and give some kind of possibility to affect single qualities rather than all together. For example reforging a sword to have more essence at the price of the other qualities.

We are considering removing the three-quality system.

Btw it seems a waste...maybe it could be better addressed in the future.
