I try using it to stone paving and grass, and it seems to be working just fine. It isn't the case when using it on leaf and beech grove tiles. I mean, stones are way tougher than leaves, but we can still stomp it and plowing just costs too much stamina to make whole-base paving activity a lot of fun.

wont stomping to dirt take more stamina than using a metal plow?

It should, yes. Alternatively, you can dig 1 dirt out of a spot, which clears 4 tiles of land. After you've done what you want, just place a survey to fill the dirt back in super quickly.

Indeed plowing with metal plow costs lot less stamina. I've been doing that myself like forever :D.

Forest tiles were intentionally made harder to terraform.
