Clothes should have somekind of function.
No need for complicated heat simulation.
But if you are in mountain biome, naked. You should get wounds/lose shp for freezing.
Any clothing piece(s) would slow this down and eventually completely prevent it ( if you have enough clothing ) .

Also to remove freezing wounds one would have to visit a sauna.

But not very complicated. I think.
Just check if player is in snow biome and check if he has clothes.
No dynamic simulation of temperature around map.
For that there would be many variables, height, biome, time of day and so on. and weather

Not against clothing being relevant in cold places. Punish those who only wear steel armor with no clothes under them!
