I love it it both yourself and alt can do it, think more sims style... hell can make a hidden skill about it for fun... just just a new skil. But mjeh I love it if there was a version so one person can do it, and another so someone can be the tailor. It be a cool add with both of those.

if not a vanity though, how about just for shits and giggles we make dryads the only way to change a character's hairstyle?

Also maybe make some Haircuts require insane dex requirements so specialized barbers could sell special hair cuts and dyes and make money. There would still be simple flat tops and shit but if you want some sooper fancy shit than you'll need to hit up a barber with 1000 dex.
