Tap into lake from underground

We should be able to make a tap from underground, into a lake or river that is directly above us, letting us easily use the water. Maybe the quality would effect the water? It should be made from any metal, to let people with a basic industry underground be able to do it.

I've barely seen any underground water, I assumed it was really rare. Plus, I'm not asking for myself, so I can't "settle near an underground lake". It's just that, there's this guy that lives way deep in a cave, with a huge lake above him. Since he can't build a mine hole, and there isn't a cave entrance nearby, I've realized it must be a real chore to get water, which got me thinking this idea. For the caving in and drowning stuff, I have no idea.
