Make quest objectives unclaimable.

Stones can be chipped and moved into claims. Trees can be killed. These options shouldn't be allowed on quest givers. Im doing a test for the new world (basically play as a noob and ignore all things that are made/done by others) and I keep finding rocks moved into walls and trees that are walled off. For a new world not a problem right away but it will be eventually as people will want the quest givers to themselves to try and shoot ahead from rewards.
