I think that providing buffs to hermits isn't sufficiently attractive to realms, and realm magic is frequently a better use of authority. But this choice would be more balanced if people actually paid you for giving them buffs. Basically, a realm builds a new type of trading stall that sells subscriptions to buffs, and everyone who wants to receive the realm buffs has to pay up. Buffs could be sold bundled or individually, doesn't really matter. The realms profit because they get to harness their local hermits a lot better, and the hermits profit because while free service is better than paid service, paid service is better than no service.
