I suggest adding this new stuff:
1) everyone can build a special sign, which requires a regular sign + seen person description parchment + any tier 2 and higher scent (or without scents? Discuss!) + any amount of experience
2) this experience is not wasted, it is added to a pool attached to nickname wanted
3) anyone can read the sign, remember wanted person and add his/her experience to the pool
4) anyone can build new sign (so that many signs of the same person wanted can be built on the map). All experience is added to the same shared pool
5) character who kills wanted person receives all the experience
6) destroying a sign on unclaimed land doesn't leave scents
7) these signs do not decay
8) sign displays the amount of experience received upon killing wanted person
