Current fish could have bigger version that drags your boat around

If your pole is strong enough to win you carry the fish above your head, then put on boat

Could have higher quality and lots of meat and curios

well, the largest sturgeon ever caught was 3,423 lbs https://en.wikipedia.org/wiki/Beluga_(sturgeon) I know there's certain species of eel as well that will take down sheep and such when they cross the water.

Big fish exist everywhere in the world. This 97-pound halibut was caught in norway--it could definitely tug around a person in a rowboat:

(they made 53 filets out of this, incidentally--just a note in case jorb considers adding rare huge fish to the game)

And an 83 lb. cod caught in Norway:

edit: Wanna make lure fishing worth a damn? Make it so you can only catch the giant fish with lures, give the giant fish plenty of meat and bone, and I guarantee you'll see folks actually use lure fishing.
