Dont make world borders, instead make like 1000 supergrids wide large water mass. Nothing but water.
Just think about those dozens of hours wasted that people will use in attempt to boat and find land.

Map tiles consisting purely of water would actually take only a tiny amount of space to store, by employing a sensible filesystem they would dedup away and only cost the metadata to track them.
The problem with the approach would just be that there is no sensible way to enlarge the world, unless you want to have a big quake and some new land masses rise up from the bottom of the sea...
