tethering an animal to the hitching post should lock the animal in front of it, I'm damn tired of having my hitched horses getting in my way because they are allowed to roam a short distance away from the hitching post.

Short? They roam like 10 tiles from the hitching post. Its kind of insane. So +1 to keeping them closer

I guess it would be too crazy to think a hearhling is smart enough to shorten the amount of slack in a rope for an animal.
