Make plows useable only when dragged by cows/bulls/horses.
Plowing with plow is a luxury.
Noobs without livestock should plow their fields by hand.

I agree that the plow operating like a handpowered rotary cultivator is curious to say the least, but I also find it somewhat amusing, and I like that it's an early tech.

How about planting sticks?
Its a early primitive tool for making holes in the dirt prior to planting seeds. Predating the use of domesticated beasts and plows.
At the moment, shovels more or less fill that purpose.
(Yes, you can plow with shovels, its amazing how few people know about this)
