Make Dreamcatcher animation less mechanical

The animation of the Dreamcatcher looks strange, maybe change it to more of a sine wave Y axis (getting slower at the extreme points and speeding up on the way down till at 6o'clock) instead of the current version where it looks like someone gives it a nudge every time it changes direction?

I think it should move based on simulation winds. Maybe when weather system is add?

I dont know if this is already the case, but it should only move when there's a dream in it

The stuff that powers windmills also powers dreamcatchers, but it can't lift it past the apex of each side so it just pushes it back.

Made relatively static for performance reasons. Should arguably be a shader effect, rather than a bone animation, in the first place.
