Right now, the major factions (and even minor) have spammed dozens of roads that cross the world and may get one person to anywhere in the world within minutes. Of course building them takes an afternoon of work or two, but once it's done it's a free teleport across the world.
To stop this, I suggest that mini-milestones have a decay while on unclaimed territory. Below a certain point (let's say 50% of health) they wouldn't be able to be used anymore and would thus give its user the waylaid status when he gets to the broken mini-milestone. The person would then have to fix it (with either blocks of wood or stones) in order to make the mini-milestone functional once again.
Needless to say stone roads would decay slower than wooden ones.
