Border building

Make it so you can not build within like 10 tiles of a world border.
This way people will stop using them as a walls. Problem currently is that these people are in a trouble if world is going to be expanded someday. They will not have walls.

i will like see how looks the border in the world

is populated? i was thinking that maybe getting at the border i wont have much problem with riders or stuff like that
