It would work, it shouldn't work though unfortunately. A lot of the XP system is balanced around how hard it is to gain XP on one character. Allowing XP transfer would completely bork the balancing.

it needs for sell exp from kingdom (without permissions), its simply fix for alts (druidic rite for example)

The point of the XP system is to make alts hard to create.

No, this negates a great deal of the point of XP. Plus there are already wild dreams from beaver dams which do exactly this.
