kingdom merge + voting

add function to vote in kingdom menu:
king can start vote (question, options, timer, group), any kingdom member can vote (& notified about voting)

vote for example : merge our kingdom with XXX kingdom (as special function).
if less 30-50% kindom members vote "no" (in week) king can use option to merge kingdoms

& some way to merge kingdoms with power (if u rebuild Coronation Stone from enemys kingdom u can use option to merge)
(kingdom members must have advantage to rebuid Coronation Stone faster than enemy)

Myeah, idk. Cute, but somewhat marginal. Wouldn't mind these features but I'm not sure when we can take the time to implement them.
