I think the first step would be to add more character customization options and more outfits. It's hard to RP well when everyone looks so similar.
You've got to add the motivation to roleplay first.
- much bigger player-base, so that factions would work on the hierarchy and role play;
- vassals, kingdoms, aristocracy, knighthood a working system
- make mechanics that would make taverns work, make museums ticket systems, being a musician, artist or whatever a feasible way of living and etc. If there is no mechanics making it easier and feasable for the players to roleplay, no-one would do it. Focusing on simple clothing will lead to nowhere.
