I would say this is somewhat intentional.
Changing a stone's name is a way of "changing its locks" for people that have already visited it but (for some reason) you don't want using it anymore. So they do have the ability to teleport there but not the "new password".
Likewise, visiting a charter stone that is not "lit" will not give you a name (since it has no set name) and that's also good, it allows you to have special charters that are only turned on when necessary and each time with unique, one-time passwords.
So I do think that it works fine the way it is, allowing for some flexbility in terms of how can you use a charterstone (and what you can achieve with it)
