Growing dirt is a bug they forgot to fix, yet. Most likely they switched a sign in the test so it simply grows instead of contracting.
I hope they'll take a stab at the decay system soon (so it'll be applied irrelevant of the map being loaded or not) and fix this while at it, preferably in a way that a plowed tile hit by decay will revert to one of the natural biome it touches but stays plowed in case it's surrounded by pavement or other plowed tiles.
