Royal Debuffs

So kingdoms have royal buffs, but what about royal debuffs? Basically, I see it as a new royal structure or structures that would create debuff aura within a certain radius around it, in case the kingdom wants to punish a rebellious village, or extort something from them or whatever.
Some possible examples:
Famine - cuts the amout of seeds harvested by half, farm animals breeding rate is reduced
Plague - characters in the area have a chance of spontaneousely getting infected sores, also wounds heal slower
Devastation - objects decay 2 times faster then usual, even on claimed land(personal or village claim), also wild agressive animals can spawn on claimed land
Memories of pain

The last time I played the game, I don't remember the system supporting such an idea. Villages aren't oathed into Kingdoms, they are *forced* in. Often Realms would spread out to nab as many villages and settlements as they could for that sweet sweet EXP tax. There is also NO reason for a kingdom to do such a thing, the village would sooner move to a different kingdom or worse, leave the game, than fight back, all because a kingdom was given god tier powers. (Seriously, famine? plague?!)

I am not against Kingdom related debuffs though. I think consequences or trade-offs are more appropriate. Rather a Kingdom could give debuffs if it is heavily neglecting a specific buff or giving to many buffs to a particular buff. Or if a Kingdom wants to get a very specific buff, they must also accept a debuff as well.

But no God Powers.

these sort of things sound great if it was actually a barrel loaded onto a catapult and fired, sort of like diseased bosies thrown over during a siege to help break it. but giving kingdoms that power is absurd and too open to fucking everyone not of the original kingdom village over. if anything the kingdom should be allowed to disable the buffs on certain border cairns but even that gives in to too much griefing.

I wouldn't be *entirely* opposed to some way for kingdoms to put pressure on claims, but, myeah, idk. Delicate balance.

Kingdoms should be able to do this already, based on superior numbers and the existing mechanics.

I like the idea though that buffs should come with a downside.

I suppose if you hated the village enough you could just bash your own cairn so they lose the buffs of your kingdom... Kind of already implemented into the game i'd say.
