They were intended to be an axe, yes.

Perhaps have a chance of the axe head flying/falling off if you use it what it's not intended for? (Can still use it but at the slight risk)

Pretty sure a butcher's axe isn't really intended for chopping blocks.

butcher's cleavers dont have axe heads, theyre just chunks of metal with two pieces of wood slapped onto the non sharp part

Anecdotally, I have chopped wood with a butcher's cleaver.

Its intended use and its potential use are two different beasts.
