Actually, yeah. Let people ride in carts. Would take up three spaces, meaning only a max of two people can fit, or have one person and 3 liftable objects. (Could take 4 slots instead, so only one person and two objects at a time.)

You should have to use a horse or cow though, a person pulling a person seems a bit weird, and i'm sure many people would find a way to exploit it.
