Runestone carving tools

Make runestone carving require some tools. A chisel and a hammer/mace should be enough.
Would maybe reduce the amount of runestones with low effort and stupid texts.

while you're at it, add stone tablets that can be used like paper. for writing things on.

and runestone usage would go to 0. Why does that bother You that much? For all runes stones I saw, far from half of them was stupid. Not the same douchebaggy like it was previous worlds and especially on legacy worlds.

Not sure on that one. Can see arguments both for and against.
