Biomes: Soil structure

Some soil types are easier to dig up, some are harder. Some are great for building on, some are very nice for tunnelling (like London).
It is not something super-relevant or must have, but could give some use for the biomes and geology.

Biomes could affect:
-building time;
-materials cost;
-exp cost for the quality upgrade of wells;
-land levelling, ploughing and etc. energy and time.

i think more unique biomes sounds fun, honestly thay mostly blend together for me (till i go to pave)

the easy biomes whould prob have more people createing more of a designated war zone type of thing (in my mind)

Don't hate it, but that would imply preserving the terrain down to the soil tile, which is at least a bit of work, and I'm not sure the benefit really makes that much of a difference in the end.
