Erm. It depends how they have done the models. But in other design practices, if you tweak one bit, everything else has to be tweaked too, to look seamless. So, if the torso would be giantic, they might have the issues with cloaks, or capes, or animals, or whatever. Theoretically, they could go for a parametric kind of thing, that would automatically adjust all hats/clothing/whatever to the character size. The main reason why the devs considered this is to be able to differentiate between fresh or undeveloped characters and developed ones. So people would have better time in combats and focus the right targets.
Some of the options they were suggested:
-color/portrait change;
-size change;
-undeveloped folk being unable to wear certain equipment.
