Pop-up names wouldn't really cause any lag. It's minimal processing to add a billboarded text box over an object, and likely only a few bytes of network transmission to pass the information between server and client. (Each tree would have exactly one byte for this field. There are fewer than 128 tree and shrub types, so they could be represented by a numerical value.)
Still, I wouldn't want my screen cluttered with tree names all the time (though it could be an option that could be turned on or off). Right mouse click seems too cumbersome to find it. I would like to know before I even open that menu, which I would then have to close with another click.
Nothing wrong with having it show up if I have a modifier key down when I mouse over much like Amber does it, or having an inspect tool similar to the way you discover qualities on buildings and constructions.
